LETTER OF AGREEMENT

VATCAR Executive Committee, San Juan CERAP, & Curaçao FIR


DISTRIBUTION AND SCOPE

This Letter Of Agreement (herein: LOA) outlines the agreements between the VATSIM Caribbean Division Executive Committee, San Juan CERAP, and Curaçao FIR for the allocation of management and operation of the Juliana TMA to Curaçao FIR.


CANCELLATION

This LOA is binding and will be considered indefinite until such time as any clause or agreement becomes invalid due to policy changes within the Global Ratings Policy and/or the Code of Regulations, or real world operations necessitate amendments or cancellation of this agreement. Additionally, this LOA may only be canceled or amended by the VATSIM Executive Committee, or VATSIM Caribbean Division Executive Committee (VATCAR Division Director and Deputy Director) with explicit agreement of current Air Traffic Managers of both San Juan CERAP and Curaçao FIR.


EXCLUSION OF LIABILITY

The procedures in this LOA are for use on the VATSIM network only and should never be adopted for real world use.


VERSION AND EFFECTIVE DATE

This version of this LOA becomes effective on January 23rd, 2023. This version is uncontrolled. Please see the PDF version for the controlled copy.


JURISDICTION OF AIRSPACE

This LOA will delegate management and operation of the Juliana TMA to the Curaçao FIR. The Juliana TMA will be defined as the airspace of:

Lateral Dimensions: 182500N/0625200W; 174700N/0622260W; 172600N/0625400W; 173600N/0634000W; 182500N/0634000W; 182500N/0625200W

Vertical Dimensions: Surface to FL150 (15,000 Feet)


CONTROL AUTHORITY

Operation of Juliana TMA is limited exclusively to appropriately rated and endorsed Curaçao FIR home and visiting controllers, with the only exception being the clause listed below for top down service via San Juan Center.


TOP DOWN SERVICE - SAN JUAN CERAP

Curaçao FIR will grant controlling authority to San Juan CERAP for top down ICAO terminal service within the Juliana TMA only when the controller acting as San Juan Center is rated as Controller 1 (C1), or higher, and has received appropriate ICAO terminal instruction and a major endorsement for Princess Juliana International Airport (TNCM/SXM).


TOP DOWN SERVICE - CURAÇAO FIR

Curaçao Center will at no time provide top down approach control service to Juliana TMA. Juliana TMA is to be operated as an independent facility.
